I’ve always been a pretty big fan of the Ten Commandments. My favorites is the one that says “Thou shalt not judge.”

Oh, that one isn’t in there, you say?

Sorry, it’s easy to forget nowadays, especially in this country where many Christians carry on as though the entire Bible could be summed up by the phrase, “it’s all good, bro.”

In actual fact, there are a lot of urgent truths and important moral lessons in the Bible. Interestingly, almost all of them have fallen out of favor in modern American society. Here are just a few verses that aren’t particularly trendy or popular nowadays:

Zondervan Essential Atlas of the Bible

Frequently we have mentioned and recommended the Zondervan Atlas of the Bible by Carl G. Rasmussen. Every Bible student needs at least one or two good atlases to assist them in their study of the Scriptures.

Last month I attended some annual professional meetings in Baltimore and was pleased to see that Zondervan already had copies of the new Zondervan Essential Atlas of the Bible. One of the sales reps gave me a copy for review here.

At first appearance, the ZEAB has a beautiful cover of stiff, durable paper. It is a convenient 9 1/8″ x 7 3/8″ in size. The content is basically the same as the larger hard back edition. There has been some editing of the text to condense the book from 303 pages to 159 pages.

Why do pastors receive a tax exemption for housing?

A federal judge recently ruled that an Internal Revenue Service exemption that gives clergy tax-free housing allowances is unconstitutional. In her ruling U.S. District Court Judge Crabb claims that, “Some might view a rule against preferential treatment as exhibiting hostility toward religion, but equality should never be mistaken for hostility.”

Despite the judge’s claim, appealing to “equality” is not enough to make the action non-hostile nor is it in line with previous court decisions. Not only has the Supreme Court previously stated that the Establishment Clause prohibits hostility against religion as much as it prohibits the establishment of a state religion, it has also noted that its “precedents plainly contemplate that on occasion some advancement of religion will result from governmental action.”

But aside from the question of constitutionality, the clergy exemption raises a question that many people — whether religious or not — are likely to be wondering: Why exactly do ministers receive a tax exemption for their housing allowance?

To answer the question we must first consider how taxation of church property, including clergy housing, has historically been considered.

Since at least the time when Joseph served in Pharaoh’s Egypt, religious property has been exempt from certain forms of taxation. (Genesis 47:26) The practice continued in the Roman Empire and through medieval Europe and was part of the common law, which America adopted from England. The common law granted tax exemptions to established churches and, through the equity law tradition, to all churches. From the 15th century to the 19th century, most pastors lived in the parsonage, a house provided by the church. Housing was thus a form of non-cash payment that was exempt from taxation since the parsonage was church property.

By the early 20th century, though, both clergy housing and taxation had changed considerably. So in 1921, Congress passed the Revenue Act, which exempted from the gross income of ministers the rental value of any “dwelling house and appurtenances thereof” provided by a church as a part of clergy compensation. This parsonage exemption, however, applied only to ministers who lived on property owned by their church and disadvantaged ministers whose churches provided a housing allowance rather than a church-owned parsonage. In 1954, Congress amended the tax code to allow ministers to exempt a portion of their income to the extent used by the minister for housing. According to the Senate Report, the purpose of this addition was to eliminate the disparity in the tax code between ministers who lived in a church-owned parsonage and those who were given a stipend with which to secure housing.

The clergy, of course, are not the only ones to receive such an exemption. Congress included several categories of tax-free housing allowances to demonstrate a willingness to give tax breaks to classes of taxpayers who have little choice about their personal living space, such as members of the military, members of the Peace Corps, members of the Foreign Service, etc. As Peter J. Reilly explains,

Whether the employer provides a cash allowance or a home, each benefit serves the same purpose; that is, often the employer’s needs affect the living space needs of its employees. Many times, these classes of employees frequently relocate, thus preventing them from settling down and hindering long term close friendships. Further, the employers frequently require them to use their homes to conduct employer business. Additionally, the employee’s place of service may not be desirable. These employees must reside where their employer requires and must frequently use their residence for employer business. Some employees sacrifice amenities that most citizens take for granted, such as long term stability in one locale and privacy.

The constitutionality of the parsonage exemption would be difficult to challenge since it has been encoded in statutory law for over almost a hundred years. That is why critics of clergy exemptions have focused on the housing allowance.

Did you know C. S. Lewis died Nov. 22, 1963?

C.S. Lewis, one of the foremost apologists of the 20th century, died on November 22, 1963. His passing was, of course, “overtaken by events” which overshadowed his passing. I mentioned this in a lesson Sunday in which I quoted Lewis’ famous quip that there are two equal and opposite errors about Satan (one being to totally disbelieve, the other to become overly consumed by him – and that he is equally pleased with either error). Ferrell elaborates on Lewis’ life and death here.

Recently I have been reading C. S. Lewis – A Life: Eccentric Genius, Reluctant Prophet by Alister McGrath. He says that Warnie found his brother dead at the foot of his bed at 5:30 p.m. [in Oxford], “Friday, 22 November 1963.” Then comes this paragraph:

At that same time, President John F. Kennedy’s motorcade left Dallas’s Love Field Airport, beginning its journey downtown. An hour later, Kennedy was fatally wounded by a sniper. He was pronounced dead at Parkland Memorial Hospital. Media reports of Lewis’s death were completely overshadowed by the substantially more significant tragedy that unfolded that day in Dallas.

C. S. Lewis was buried in the churchyard of Holy Trinity, Headington Quarry, Oxford after a private, and very small service. Warnie chose a phrase from a Shakespearean calendar that was in their home back in Belfast at the time of their mother’s death in August 1908: “Men must endure…

Some readers of this blog will have also followed the drama of young Adam Smelser’s disappearance, death, and the search for his body, now recovered.  The stalwart faith of Adam’s parents and other family members have been inspirational to many.  No doubt many have had the text of David’s lament regarding his son Absalom in 2 Samuel 18:33 in mind.  Jared Saltz did a favor by providing a Facebook link to Eric Whitacre’s choral piece, “When David Heard” – see a performance at http://www.youtube.com/watch?v=G2ZKKXCuaYc – which is a work of musical genius, though the dissonances are probably too difficult for those not trained in choral performances.

My own musical tastes run more to older American hymnody, and of course the well-known piece (“David’s Lamentation,” 1778) by William Billings (considered by many the first truly American composer and lyricist) springs to mind, and has been in my head for several days.  Billings’ composition is often performed, almost in “counterpoint,” to Whitacre’s in some choral performances.

Googling the Billings piece reveals quickly how international is its appeal – performed not only in its raw, “native” settings by Sacred Harp groups from the hotbed of fasola singing in the American South (Alabama, Georgia) to Cork, Ireland, and elsewhere, but in more formal contexts as well.  For example, the musical score and text from the Sacred Harp (#268) can be seen on a German fasola website (Bremen, Georgia to Bremen, Germany?) – http://www.sacredharpbremen.org/lieder/200-bis-299/268-david-s-lamentation –  and here is a link to a stirring rendition in the cathedral at Pontevedra, Spain, in 2007:  http://www.youtube.com/watch?v=ZFXYA7nmYts

With the help of an extremely 21st century company, the Postal Service is going back—in a small way—to its 17th-century roots. When the U.S. Postal Service teams up with Amazon to offer Sunday mail delivery, the move will mark the first Sunday mail delivery the U.S. has seen, with a few exceptions, for a century.

The USPS … has long been an early adopter. The system that laid, literally, the groundwork for a growing nation wasn’t just about mail; it was also about connection. It was “the sole communication lifeline of the newly formed nation.” The Founders and their followers recognized this. Until the USPS was reorganized in the 1970s, the final position in the presidential line of succession was, yep, the Postmaster. And in 1810, Congress passed a law requiring that local post offices be open for at least an hour on Sundays; most were open for much longer.  ‘Men would rush there as soon as the mail had arrived, staying on to drink and play cards.’

Despite and because of all that, the Postal Service was also … a party. As the historian Claude Fischer puts it, “post offices themselves were important community centers, where townsfolk met, heard the latest news read aloud, and just lounged about.” (The offices played that role, in part, because the Postal Service didn’t offer home delivery, even in large cities, until after 1860.) On Sundays, that town-center role was magnified. When everything else was closed but the local church, post offices were places you could go not just to pick up your mail, but also to hang out. They were taverns for the week’s tavern-less day. “Men would rush there as soon as the mail had arrived,” Fischer writes, “staying on to drink and play cards.”

Post offices, as a result, were also sources of controversy. In the 1820s, leaders from a variety of Protestant denominations campaigned to end Sunday delivery on religious grounds. Similar movements would arise over the course of the 19th century. And the objection wasn’t just to the Sunday-ness of Sunday delivery, to the fact that mail delivery on Sunday was a violation of the Sabbath. It was also to the social-ness of Sunday delivery. The six-day-delivery campaigns, Fischer writes, were “part of the churches’ wider efforts to enforce a ‘Puritan Sabbath’ against the demands of Mammon and against worldly temptations like those card games.” Exacerbating the problem, from the Puritanical perspective, was the rise in immigration among Catholics, “many of whom,” Fischer notes, “celebrated ‘Continental’ Sundays which included all sorts of secular pleasures—picnics, even beer halls—after (or instead of) church.”

By the early 20th century, new technologies—the telegraph, the telephone, the train—had reduced people’s urgent reliance on the Postal Service. They could then, better than they could have before, do without Sunday deliveries. In 1912, without any debate on the matter, Congress added a rider to a funding bill. It ordered that “hereafter post offices … shall not be opened on Sundays for the purpose of delivering mail to the public.” On August 24, Taft signed the bill into law. On September 1, it was enacted.And for just over a century, that law was, with its few exceptions, obeyed. As a result, we’ve all grown up in a United States that translates the logic of the Bible—Sunday, the day of rest—to the commercial and communicational lives of its citizens. In a small way, thanks to a company that is also an early adopter—and that is also, in its way, reorganizing the nation—that is now changing. The day of rest need no longer be fully restful. The École Biblique et Archéologique in Jerusalem announced Monday the death of Jerome Murphy-O’Connor (1935-2013).

Fr. Jerome Murphy-O’Connor, O.P., passed away peacefully on Monday, November 11, 2013. He was 78 years old.

Fr. Murphy-O’Connor taught for more than four decades at the École Biblique et Archéologique. He was a world-renowned biblical scholar and author of numerous books on St. Paul and the Holy Land. Many throughout the world counted him their friend.

The writings of Murphy-O’Connor have been helpful to me. I have especially enjoyed The Holy Land An Oxford Archaeological Guide which is now in its 5th edition. In my recommendations of books for those traveling to Israel I have annotated this book with the words “Excellent. The Best.” I am pleased to say that I have seen several tour members using their copy of the book. I see the book is now available for the Kindle.
